Abstract
Since its independence, Morocco has been engaged in the process of the decentralization, which résides in the emergence of regionalization in the 1970s. This mecanism was reinforced by the constitutional reform of 2011. It is considered as a true charter of the freedoms , the  human rights and the cornerstone of the rule of law. In this perspective and after various dysfunctions such as: the problem which is  linked to Moroccan Sahara, regional and social disparities. Forthermore, it was imperative to adopt an advanced regionalization based on the involvement of the  citizens in the  elaboration of development  projects which places the satisfaction of ones at the centre of its concern.
In this sense, in order to modernize territorial management, the territorial approach has established itself as a new mode of management which challenges the ascending hierarchy and promotes the participation of all local actors, in this case, the new territorial public management is a philosophy that has influenced public action throughout the world. This is a new approach which has caught the attention of public actors with a view to advancing their missions by integrating private sector systems and which has allowed them to better understand the results obtained by those responsible for the public sphere.
This study aims to shed light and try to understand the role of the modern earthy approach by identifying the features of the earthy measure and highlighting the importance of its mechanisms and the extent to which they contribute to the establishment of an effective new pattern in earthy governance.
