Abstract

Research centers are a distinct phenomenon in civilly and cognitively advanced countries, an indicator of cultural and scientific achievements, and a reason for creating important strategic projects and a title of progress and development until they become proof of the rebirth of nations and an indication of their assessment of scientific research.  It is a real factory with a production line, entrances and exits directed by the management and composed of experts and specialists concerned with the quality of the product, which is a search that varies in many fields of actors in the field.  Accordingly, the work of the Research Center should not be limited to preparing scientific research in various fields which depend on analysis and criticism, but should go beyond solving specific problems, giving advice to  their subject and propose alternatives, whether in the public opinion of the public sector or the private sector, so that their scope in its general competence goes beyond the precise competence, providing advice and  advice to state agencies in a way that enables them to perform their work in a way that meets the requirements of this development and its objectives.  Research centers at the international level play a major role in the development of society in various fields, including the legal field, and this is what makes research centers uniquely characterized by characteristics and ethics specific in the field of scientific research, since these centers are its lungs.  Through this scientific article, we will attempt to address the role of international research centers in raising the level of scientific research in the evolution of the legal field and the development of societies, as well as all the obstacles and challenges faced by these centers.  So through this scientific article, we will try to answer the following question: What is the role of international research centers in the evolution of the legal field and the development of society?  And what are the challenges in achieving this goal?
