Abstract
The Kingdom of Morocco and China have strengthened their mutual interdependence and bilateral cooperation in various fields. While China and Rabat have entered into several strategic partnerships, mutual agreements continue to exist between the parties. Expectations are high on the Chinese side; however, several factors influence these developments. For instance, China’s current image on the international stage, the influence of France, international involvement in Maghreb states, Morocco’s perception and role in the region, and China’s ambitious Belt and Road Initiative are all expected to shape the depth and sustainability of this strategic partnership. This paper emphasizes how the comprehensive strategy related to the agreement reflects Western perceptions.
In contrast, China’s interests are primarily economic and business-oriented, which may challenge their strategic partnership in other areas. This paper examines the outlook of these partnerships in light of the influence of the aforementioned factors on their relations, articulating the challenges both parties face in pursuing an enhanced strategic partnership. The conclusion drawn from this paper is that Sino-Moroccan cooperation extends beyond the economic domain to include socio-cultural and technological fields, which must be regarded as part of China’s overall North African strategy, considering its economic advantages and financial status through the Belt and Road Initiative.
