ABSTRACT

This article examines civil society’s role in evaluating public policies in Morocco, with comparative insights from France. Grounded in Morocco’s 2011 Constitution, which enshrines participatory democracy as a foundational principle, the stu This study examines the role of civil society in evaluating public policies in Morocco, drawing on comparative lessons learned from the French experience. It is based on the 2011 Moroccan Constitution, which enshrines participatory democracy as a fundamental principle. The article analyzes the contribution of civil society organizations to national governance at two institutional levels.

The study reveals that civil society operates through two complementary mechanisms: firstly, parliamentary evaluation, particularly through thematic working groups and the creation of public spaces for debate and reflection; and secondly, national institutions, especially the Economic, Social and Environmental Council and the governance bodies stipulated in Articles 161 to 170 of the Constitution.

Research shows that Morocco has made significant institutional progress in participatory governance, but that structural constraints persist, notably the ambiguity of the regulatory frameworks governing civil society participation in parliamentary evaluation, the centralization of procedures, and weak regional representation.

Drawing on the French experience, this article identifies avenues for reform, emphasizing pluralism, independent representation, and decentralization. The study ultimately demonstrates that granting a stronger role to civil society contributes to democratic legitimacy, the coherence of public policies, and institutional accountability.
